Five-Pillar Plan

The Plan — A Detailed Plan for District 39

Hashan is running for the Democratic Central Committee specifically to serve Maryland’s Legislative District 39, which includes Germantown and surrounding communities. He is a proud resident of Germantown and knows the district’s diversity, its challenges, and its Democratic energy.

His plan for District 39 includes:

  • Expanding voter engagement across all communities
  • Increasing voter turnout in every election
  • Ensuring the Democratic Party delivers results for working families
  • Reflecting the values and diversity of Montgomery County in party decisions

With real-world public safety experience, deep community roots, and a clear vision for the future, Hashan Chowdhury is ready to lead, organize, and win for Democrats in District 39.

Below is the detailed breakdown of his five-pillar plan.

01

Public Safety

Public Safety — Accountability, Fairness, and Second Chances

For over a decade, Hashan has served in the public safety field, working with Parole and Probation and the Montgomery County Department of Correction and Rehabilitation (DOCR). Since 2010, he has been on the front lines of the justice system, gaining firsthand experience with rehabilitation, reentry, and community safety.

This work has shaped his balanced approach to public safety — one that emphasizes accountability, fairness, and second chances while keeping communities safe. He understands that true community safety requires both preventing harm and supporting successful reentry for those who have served their time.

As a member of the Democratic Central Committee, Hashan will advocate for policies that:

  • Support rehabilitation and reentry programs
  • Keep communities safe through balanced, evidence-based approaches
  • Ensure fairness and accountability in the justice system
02

Education

Education — Supporting Students, Families, and Teachers

Hashan currently serves as President of the Parkland Middle School PTSA, supporting one of Montgomery County’s leading aerospace technology programs. Through this role, he advocates for students, families, and educators, ensuring that parents have a voice in their children’s education.

As a former Parent Representative on the Montgomery County Commission on Child Care, Hashan worked to advance policies that support working parents and expand access to quality childcare. He understands that families cannot thrive without affordable, accessible childcare options.

Hashan believes that strong schools and childcare systems are the foundation of a strong community. He will use his position on the Democratic Central Committee to:

  • Advocate for parent and family voices in education policy
  • Support working parents through better childcare access
  • Promote investment in programs like aerospace technology and STEM education

03

Labor Rights

Labor Rights — Fair Wages, Worker Rights, and Economic Opportunity

As President of the Alliance of South Asian American Labor (Maryland Chapter), Hashan has championed worker rights, fair wages, and economic opportunity. He has worked alongside labor organizations to ensure that all workers — regardless of background — are treated with dignity and paid fairly.

Hashan knows that a strong Democratic Party must stand with working families. He has seen how labor advocacy can improve lives, and he is committed to bringing that fight to the Democratic Central Committee.

His labor priorities include:

  • Supporting fair wages for all workers
  • Advocating for worker rights and safe working conditions
  • Expanding economic opportunity for working families in District 39

04

Civic Inclusion

Civic Inclusion — Empowering Immigrant Communities and Increasing Participation

As President of the Bangladeshi American Foundation, Hashan has led efforts to increase civic participation and empower immigrant communities to engage in the democratic process. He believes that a strong democracy requires every voice to be heard, regardless of where someone was born or what language they speak.

Hashan knows that District 39 is one of the most diverse communities in Montgomery County. He has spent years helping immigrant communities register to vote, understand the political process, and make their voices heard.

On the Democratic Central Committee, Hashan will:

  • Work to engage underrepresented communities in the democratic process
  • Ensure that the Democratic Party reflects the diversity of District 39
  • Build bridges between immigrant communities and the party

05

Grassroots Growth

Grassroots Growth — Voter Outreach, Party-Building, and Winning Elections

Hashan previously served as an elected committee member for the North Penn Democratic Committee (2010–2014), where he gained valuable experience in grassroots organizing, voter outreach, and party-building. These are skills he is ready to put to work immediately for District 39.

He knows that winning elections and building a stronger Democratic Party starts at the grassroots level — door by door, conversation by conversation, voter by voter.

Hashan’s grassroots priorities include:

  • Increasing voter turnout across District 39
  • Engaging underrepresented communities in every election cycle
  • Supporting Democratic candidates at every level of government

Ensuring the party reflects the energy, diversity, and values of Montgomery County
